Carinthia: State public subsidy depends on the empty federal pot

Word has got around that the federal public grant for heating replacement is currently exhausted. Less well known is that in some federal states, this freeze extends further than just the federal level.

What is required in Carinthia

For the Heizkesseltausch (boiler replacement) according to BW-L129, the federal state of Carinthia lists the required documents. Among them it explicitly states:

Letter "Auszahlung der Förderung" (Payout of the public grant) from the KPC

The KPC is the Kommunalkredit Public Consulting — the office that processes the federal public grant. In addition, there are the invoices for the implemented measures.

In plain language: The Carinthian state public subsidy requires an already processed and paid out federal public grant. It is not a second, independent pot, but builds on the first one.

Why this matters right now

On the page of the Sanierungsoffensive (refurbishment offensive), the same sentence applies to the Kesseltausch (boiler replacement) and Sanierungsbonus (refurbishment bonus): Budget exhausted, a new registration or application is no longer possible.

So anyone starting a heating replacement in Carinthia now can no longer apply for the federal public grant — and will therefore later lack the document required for the state public subsidy.

The distinction is important: Anyone who already has a federal registration is not affected. Existing registrations and applications remain valid and will continue to be processed; the payout letter will arrive at the end of this process. Those affected are the ones who want to start a new application now.

What this means in practice

If you are planning a heating replacement in Carinthia and do not yet have a federal registration, you should clarify two things before commissioning:

  1. Whether the state public subsidy is even possible without a federal payout letter — for example via another state guideline. Alongside BW-L129, Carinthia also lists the refurbishment of detached houses and flats (BW-L128) as a related topic.
  2. Whether it is worth waiting for the next federal tranche. This is a calculation between the amount of the public grant and the price of waiting — with an old heating system that might not make it through the winter.

Not just Carinthia
