Carinthia subsidises heating replacement even without the federal government

In Carinthia, noticeably fewer households are switching from oil or gas to a renewable heating system this year. This is reported by the Kleine Zeitung, citing the federal state. The office of the housing councillor names the empty federal pot since July as the reason: many are likely postponing the replacement and hoping for new money from the federal government next year. Anyone thinking this way easily overlooks the fact that the state public subsidy in Carinthia continues independently of the federal government. For the switch to a heat pump, the federal state provides up to 4.700 Euro, and that is available right now.

What the federal government is currently paying: nothing new

The funds of the Sanierungsoffensive 2026 (renovation offensive) for the Kesseltausch (boiler replacement) and for Sauber Heizen für Alle (clean heating for everyone) are exhausted. Since 10 July 2026, no new registrations are being accepted. For 2027, according to the ministry, a budget of 360 million Euro is planned again, of which 179 million is for the Kesseltausch. The exact conditions and the start date have not yet been published.

What the federal state of Carinthia subsidises

The federal state subsidises the replacement of the heating system in a privately owned home according to its Richtlinie 6 (guideline 6), section B, which applies for the years 2026 to 2028. For a heat pump, there is a one-off grant of 3.000 Euro. If a solar thermal system is added at the same time, the federal state adds 1.500 Euro, and another 200 Euro for hydraulic balancing. In the event that the federal public subsidy is dropped, the guideline explicitly states in section E that public subsidies will still be granted according to section B.

The most important conditions:

  • Public subsidies are available for privately owned homes with a maximum of two residential units that are used year-round as a primary residence.
  • The building permit must be at least 20 years old. When switching to energy-efficient building services, five years from the notice of building completion are sufficient.
  • The installation must be carried out by an authorised company. Material alone and your own labour are not subsidised.
  • Only projects started after 31.12.2025 are eligible for a public subsidy.
  • The heat pump must meet the EHPA criteria, the refrigerant must have a global warming potential (GWP) of no more than 750, and the flow temperature must not exceed 55 °C.
  • The application is submitted only after the installation, online, with the invoices and the form from the installing company. An online appointment with the authority is mandatory.

You should know two special cases: anyone who registered with the federal government by 10 July 2026 submits the application using a separate form according to section E. And if a fossil heating system was replaced and the invoice is dated before 10 July, the federal state will not process the application according to section B.

Wait or replace now?

Nobody currently knows whether a federal public subsidy in 2027 can be combined with the federal state public subsidy and whether it also applies to projects started this year. This will only be clarified when the new conditions are published. What is certain, however, is that the federal state allocates funds in the order applications are received, as long as there is a budget.

Anyone who has to replace anyway because the old boiler is failing, or who does not want to bear the increased heating oil costs for another winter, can use the federal state public subsidy now. Anyone waiting for the federal government is waiting for conditions that are not yet known.
